'Pay As You Throw' Plans For Recycling

The Institute for Public Policy Research said a "pay as you throw" system was the only way to improve the UK's poor recycling record.

The UK recycled or composted only 18% of waste in 2003-04, IPPR figures show, the third worst figures in Europe.

Interesting proposal, but how will this be enforced?

I agree we should recycle more, after all, Holland recycles 65% of its waste, so why not us?
